The Massachusetts Department of Public Health assembles statewide & regional public health professional associations, academic partners, and other training providers.
The Special Commission on Local and Regional Public Health in their Blueprint for Public Health Excellence report recommended a workforce standard for local public health with the goal of ensuring consistency and competency in the hiring of public health professionals and in the placement of board members across municipalities. The Special Commission also underscored the need to have a diverse and representative workforce. The Office of Local and Regional Health provides funding to increase, diversify, and strengthen the local public health workforce.
The goal of this interdisciplinary collaboration is to promote & advance the training and continuing education offerings for local public health staff and board of health members, in order to increase their skills and competency in key functional areas.

Local Public Health Training Program Tiers
Tier 1 is composed of asynchronous eLearning
modules with curriculum relevant to different LPH topics.
Tier 1 is facilitated through online learning platforms, such as TRAIN MA.
Tier 1 provides LPH professionals the opportunity to develop baseline knowledge on LPH topics on their own time and free of charge.
Tier 2 is the instructor-led component of the LPH Training Program. In this tier, instructors lead virtual and in-person classroom trainings about relevant LPH topics
Building upon the knowledge gained in Tier1, Tier2 gives LPH professionals the opportunity to learn about different public health topics in session leg by experienced instructors. The knowledge gained in this tier will be applied to real public health scenarios in Tier 3.
Examples of courses: LPHIT Food and Housing (BU). Certified Pool Operator, Title 5 System Inspector and Soil Evaluator (NEIWPCC).
Tier 3 Provides LPH professionals with hands-on learning opportunities using real public health scenarios. Tier 3 learning opportunities are led by experienced trainers who will guide learners through applied practice of LPH topics, such as how to carry out an inspection or perform clinical duties.
Tier 3 training is facilitated by Local Public Health Training Hubs.
